Hormuz transits hold as underwriters re-price war risk.
A weekly read on Gulf disruption exposure for the week of 13 to 19 April 2026, covering the Hormuz TSS, Fujairah OPL, and the JWLA-033 listed area. Two live feeds anchor the data: PortWatch daily transit counts and Ship & Bunker Fujairah VLSFO. Trade press and primary documents — Baltic Exchange weekly round-up, Lloyd's List, the Joint War Committee, and the EIA — carry tanker TCEs, crude spreads, and the war-risk range. This edition focuses on contract-language exposure under JWLA-033.

Where freight and contracts diverge
The desk has been running a weekly Gulf disruption read since the Joint War Committee re-rated the Strait on 3 March. This edition catches the shape of where real-world premiums, rates, and transit counts are settling, and where they diverge from the contract-language assumptions most owners and charterers agreed to before JWLA-033.
Three patterns keep surfacing in client work. First, Fujairah spillover. Bulk carriers and smaller product tankers are queueing with AIS intermittency the desk has not seen outside named crisis bands. Second, AIS degradation from electronic-warfare band congestion, which analysts are careful to separate from genuine evasion in any forensic read. Third, war-risk certificates re-issued mid-voyage at the re-rated premium. That moves the cost-allocation question from owner to charterer in the middle of the laytime clock.
The freight market will find its clearing rate quickly. It always does. The contract-cost tail runs for months. That is where desk time is best spent this quarter, and why this edition gives the contract questions the larger share of the read.
"The Polar" (UKSC, January 2024) held that a material increase in risk since contracting is required to trigger war-risk refusal rights under voyage charters that lack explicit wording. Most active charters pre-date JWLA-033.

JWLA-033 expands Listed Areas to Bahrain, Djibouti, Kuwait, Oman and Qatar
The Joint War Committee circular JWLA-033 on 3 March 2026 added the named states to the Hull War, Piracy, Terrorism and Related Perils Listed Areas. Pre-crisis Hormuz hull war-risk was 0.125 to 0.25 percent per 7-day transit; post-rating quotes sit at 0.8 to 2.5 percent, with US, UK and Israeli-nexus tonnage trading higher. The Strait of Hormuz has been continuously listed since the 17 May 2019 re-rating after the Fujairah sabotage.

UKMTO Advisory 035-26 issued in the Voluntary Reporting Area
UKMTO advisory numbering reached 035 by mid-April, implying roughly 35 advisory-series products in the first three and a half months of 2026 for the Voluntary Reporting Area. The desk tracks the Hormuz-specific subset rather than the full catalogue. The 2026 tempo is well above the 2023 to 2024 baseline.

Saudi Aramco confirms East-West pipeline at expanded 7 mbpd nameplate
Aramco CEO Amin Nasser confirmed on the Q4 2025 earnings call that the East-West pipeline is operating at 7 mbpd, up from the legacy 5 mbpd figure, after the parallel NGL line was converted to crude service. With ADCOP at 1.5 to 1.8 mbpd from Habshan to Fujairah, Hormuz-independent Gulf export capacity is approximately 9 mbpd. Kuwait, Iraq, Iran, and Qatar have no meaningful bypass.
Methodology and sources
Two stats are live, pulling from public endpoints every run: PortWatch daily chokepoint transit calls for the Strait of Hormuz, and Ship & Bunker Fujairah VLSFO. Three stats are tracked, meaning desk-curated from trade press or primary documents and updated weekly: VLCC TD3C TCE from the Baltic Exchange weekly round-up, Brent to Dubai spread from S&P Global Platts, and hull war-risk premium range from Lloyd's List reporting on the Joint War Committee's JWLA-033 circular. Signals in the recent events section are real events, each with a primary source URL.
